Both numbers are published and both are accurate. Only the second one describes what a California LLC pays across its life, because the state expects an agent on file for as long as the entity keeps breathing.
Nothing about the underlying work shifts between the first invoice and the second. California asks the agent to hold a street address inside the state and be present at it during business hours so a process server has somewhere to hand a summons. That assignment reads identically at $99 and at $199, which is why the renewal figure is the honest basis for any comparison you make.
